The consumption has a small green bar and the production is a full green bar. Both say 510 kW after the bar. Is this how much out of 510 I'm using or?

For instance if I were to create a single gear assembler for every red science I wanted, I would get a huge backlog of gears waiting for the science jar to get done since gears are fast and red jars are slow. Grabbing Items from a belt
Before the latest patch I had a system with fast inserters that would grab things off a moving belt when they needed them. Now it seems to just keep attempting to grab something as it moves by and the belt seems too fast for it to pick anything up.
Is this intended behavior?
