Managed to capture it in-game today, running 2.0.15. Don't really know why it's happening. Relevant files attached/linked.
From what little I could gather, the stutter seems to occur when the "Render" count is lower, under ~2.0.

I've also had seemingly random freezes (twice now) on macOS (10.14.6) on version 2.0.7, log attached. Can't tell if it had anything to do with Steam notifs going off as I was in menus both times it happened. Had a similar situation on macOS 10.14.6; starting from Steam after the update, error during startup. Deleting the exact same folder SevenMass pointed out allowed the game to load completely. Log attached for the time it crashed.

My only concern was if bulk inserters could get stuck unloading a train but after a quick look-see, full cargo wagons of ore (and therefore plates) are divisible by 16 so no issues from me!
