the recycle chance is still 25%, which means we can use a timer to pick out science pack from lab when it is almost consumed and put it into a recycler. this method can get 25% extra science pack even without quality modules, and i assume this is not what you developers intended to do

version 2.0.15 (build 80108 expansion, win64)
only official mods, no 3rd party mods
everything works fine when i was in the game, i exit the game then it cannot be loaded anymore
i recovered the save from steam cloud, it works ...
