With the addition of quality having an effect on chest storage size since patch 2.0.18 the tips and tricks on quality is a little outdated in the exceptions it still list chest, together with pipe belt and rail. as this used to be the case.

I dont want to be that girl, but coal synthesis is unlocked by rocket turret as seen in your 1st screenshot (its next to the rocket turret if you look at the effects list)

Also in the factoriopedia you search for coal and vertical 3th option down is coal synthesis

I want to add on that, there is no way to remove the lightning attractors since the update in any way from remote view.
Only showing up and removing it by hand is the current possible way to remove them, force ghosting doesnt work and as said the original post its removed from the decon planner list ...
