Okay i made the same blueprint again (from the same template building in the other save file) and noticed the following:
The old problematic blueprint has this ominous green frame (bottom one in the picture), I don't know that that means and there is no hint and no warning.

Hi guys, whenever I paste this blueprint, that i made with parameters, I get a desync some seconds later.
The server only has the three official mods for quality, rail bridges and space age (and the base mod).
However I want to admit that i created the blueprint in a save game with create mod/items ...

[setup] when i place this blue print with param0 = steel on quality 2 (2 green dots)
[expected] it should give the inserter filter with iron plates with quality 2, because it is marked as ingredient of param 0
[actual] but it makes it as normal iron plate with basic quality level :/
