Thanks for the report however this is working correctly. Items in storage chests will be moved to any requester wanting them and so they are not "unsatisfied" (missing from the network as a whole).
The same is true for provider chests, right? Because they behave differently, hence the bug ...

I would expect logistic robots' item over-reservations to behave the same across the different kind of logistic chests, but they differ in their logistic network (LN) request changes.

I think this is related to/duplicate of 118818 Not closest train arrives at the station .
I believe the priority works as you'd expect it only when the trains are in Destination stop full state. In your setup they are waiting at stop for the wait condition to be true.
