Oh! Hey! nevermind, i found the issue- maybe this will resolve it for other users.
It turns out i ALSO had an instance of Discord running a chat overlay on my window- i'm so used to seeing it it didn't register- but disabling the overlay seemed to work.

Hello, i'm using a fairly beefy computer and when resizing windowed mode (i have the window taking up top right 1/4 of the screen, but need to cover the title bar of OBS below for proper streaming size ratio to avoid black bars) and whenever i drag the bottom edge down (i am sitting at title screen)...
