This was my mistake, things are working as expected. In my screenshot the train was stopped at different station (2 headed train with station on both ends) and the other 2 stations I was testing with I had a circuit condition wrong which was zeroing out the network state. When a station is connected to both the green and red networks and set to read train contents, the content is only sent on the Red network.
