So, to make min_range apply to a weapon, the ammo needs to be target_type= position or direction, and clamp_position must be true on the ammo.
If you do that, the projectile's target position should be clamped to between the weapon's min_range and max_range.

So it seems that a single rail was marked as having a train on it, even though it a: didn't, b: couldn't, since it was not connected to anything. I can't reproduce this behaviour, unless you meant what's shown in the attached screenshot? In which case, it's not a bug, you're supposed to be able to walk across 1-tile thick tiny "rivers".

There is an error displayed in the log file, which mod authors can use to ensure they conform.

The problem was that the code expected every x.y version to have a subversion x.y.0. Which it does, in the actual factorio changelog. Starting with 0.0.1 is reasonable though, so it should be supported.
