It's more because I have not got the processing for said ore up and running yet. I'd rather everything comes to a halt than for trains to back up because the stations meant to unload are chocka!

Okay, buffers outside of train stations are bad. That massive brick of chests and all those tanks are completely unnecessary if you build with constant consumption in mind. Especially that heavy and light oil storage is not needed since you only ever need petroleum. You might also want to look into...

Does it require updating (other than the info.json file) ?

What is the point in the underground belts in front of some inserters? The inserters would be placing on the far side of the belt, which is what the underground belts would cause anyway. And as the corner issue with items on belts decompressing is fixed, it shouldn't be an issue either. Just curious...
