all the train station enable train limit is resetting to 0 instand of 1 how can that be?

Trains are resting at depo then all 300 trains at once all is going to station when the station is not calling for it . help

so i have a sever game up and running. sometime a new player jumps in the sever game and starts destroy things missing with things, need to lock things in game so they dont start to miss with things, have it so i can vet the new players, before they can build things and destroy things
