Reproduction steps:
1. Open Factorio
2. Click Mods
3. Click Install Mods
4. Start installing mods willy nilly, until you've got a queue started up.
5. Do not wait for download to complete, click "Back".
6. Factorio restarts at this point.
7. Click Mods.
8. Observe mods list.
