I also have found this to be frustrating, as I have at least a dozen times now accidentally hit the Trash unrequested by accident.
If you managing a planet remotely this can be a nightmare since you cant just move them to your inventory and back in.
It IS kinda a bug since it is blank space ...

I think the objectives is confusing because the conclusion is on top.
I think since most people read top down, it would be better if the sub-goals would be above the final goal.
