How have i not realized tihs

I'm trying to add a circuit connection to detect the content of a belt. However, the belt underneath the scanner doesn't move and cause the whole belt chain to clog up.

As you can see, the satellite doesn't move into the scanner. The belt underneath the scanner becomes a static belt.
