I dunno. I don't have any other games that have this problem.
The factorio log seems to indicate that it's detecting RTSS somehow:

Is it doing something special when it detects this?

Oh, you're right of course. It just took a really long time to charge up. I didn't know I could mouse over the roboport to see the charging details. Thanks!
