So maybe not just a double row of heat exchangers. How about 6 rows so the heat pipe connects to 4 points (2 each) on the reactors? In practice I've found that once the entire setup is at at least 500 degrees, heat spreads very quickly across it, so the steam stored in the measuring tanks, turbines...

You can also just add a few extra heat pipes or steam tanks (without wires) to get more buffering. Heat pipes should also allow you to extend this to 4 reactors without extra heat exchangers or turbines. They just have to be able to buffer 3 times as much heat. Makes it 3 times as fuel efficient. Wiping the battery charge is a balancing mechanic for the very reason OP has tried to abuse. A backpack full of batteries represents unlimited power and armor modules simply aren't intended to work that way. While dreaming/wishing, why not allow more effects? Pollution, speed and productivity could all be legit qualities of fuel. Even if productivity isn't used in the base game it'd be a cool property for mods, say for example Coke could give a 10% productivity boost over Coal.

If stock had something like Angel's check valve I'd use that instead. You only need to measure 1 turbine pair to know what all of them are doing (unless something wonky is going on).
