Not all problem with bots stem from the size of their network. I think the bots are dumb for a good reason: performance. The way they are now, they're really efficient in terms of CPU time, so tens of thousands of them can be used without too many issues. First improvement I would put on the list is to make bots not cut corners. While shorter, it makes it impossible to connect outposts to your network, because the robots will not go along the tracks of the train that might have turrets and are secure, but they go the direct route which can get them ...

The problem is you cannot automatically construct roboports. So, if that is your top concern automatically releasing robots is probably not the way to do it. Why not just fill every new roboport with the "appropriate" number of bots while you're still there?
