In total...you want a mod.

If you want simple solutions you need to add a bypass lane(or loop) to all of your stations and potentially some central turnabouts to allow your trains better pathing opportunities.

If a chest has multiple types of items in it and an inserter pulling items from that chest stops while holding items for any reason at all it will hold that item FOREVER. This has been around quite a while and I wish it would be changed. This is why it's generally best to limit 1 item per chest for ...

Is consistent with many items in the tree which require more than 1 pack of some type per cycle.

Inserter Capacity
Advanced Oil
Cars
Grenade Damage
Combat Robot Damage
Military 3-4

and probably several I'm not thinking of.

This is intended behavior. The inserter will not wait for a full stack. Stack size is a maximum not a minimum.

If i had to guess it has to do with the shortening-lengthening they had to do to trains a while back. The problem was that inserters didn't line up well or lined up differently on N-S vs E-W track so they made the cars do a little magic act shrinking and expanding them depending on direction. https:...

In short terms. It takes the Average amount of an item in all chests. If a chest is less than average it loads...It has some fail-safe so it cant get stuck at some weird (not full) number. It will eat 1.5 blue belts per 6 inserters and load every chest equally.

That's a decent layout. I've recently settled on a circuit based loading system. It's simple 1 belt in and the circuit balances the chests by average fill. It's clean and requires very little space.
