Obviously it is not a bug but a very annoing feature. Simple solution would be if personal bots gets their jobs assigned either if inside your backpack or charging. And only in those situations.

Well in this case, it would be great if a reqester had another option: Request ONLY from buffer chest.that's working as intended.
It would solve not only this problem but also a logistic loops in some cases.

I hope it is a bug not a feature. Requester with 'request from buffer..' have priority over other requesters. If a demand is greater that current stock, requesters with this option enabled will be satisfied first.

Nerfing bots is a stepback. Yet, you should boost belts but especially inserters. 90Β° is a must. Also, maybe add a sockets in assemblers that allows placing an inserter 'inside' of an assembler, thus making possible to feed assembler from a belt touching it.
