Can you scale it up? Well, yes, simply use the version shown earlier, with 2 tanks, 2 output pumps, 14 boilers and 10 steam engines. It doesn't need the constantly powered input pumps, as an offshore pump = 2 small pumps. That can control and supply up to 170 pumps (85 lines of 14/10). I don't have ...

I've done something very similar a few months ago. Why use water mixing instead of combinators? Instantaneous pickup in a very simple manner. I like your design... it reminds me of mine ;)

Much better. I don't see and light to solid fuel being made, just a gas dump. Oil is kinda hard to balance, but those wire conditions sure do help.

I'd get rid of all those crude oil storage tanks. Literally all they are doing is taking up more space than you need. You can store a LOT more oil in barrels in a storage chest than you can in a storage tank, and you're already using barrels so why even have the tanks? Also, I consider it a sign of ...

There is either not enough power draw, or too many boilers, in that self-contained system. Each boilers can support 13 pumps, so unless you have 65 lines up there, you're heating up the water too much. Steam engines behave oddly in small systems like that. Double headed trains yes, single track no. You can still use that 2-lane system, but without the loops and roundabouts. They really just take up a lot of space for no real benefit and are more difficult to expand later.
