That is the 4-way intersection that I use mostly on my megabase (if you consider 4RDPH a megabase). They have jammed exactly once in the last 100+ hours of gameplay since I installed them, and they have a respectable throughput. If the trains traveling through don't cross paths, they don't even slow...

You are going to have problems with providing the smart inserter assembly machine with enough green circuits. You may want to consider several, and yes, gonna need a LOT of green circuits. I also recommend having several oil industries, instead of trying to have a massive one that provides 2 product...

Buffer systems are highly overrated. True mastery of this game (and life) comes from balance. With balance one can achieve enlightenment. The stream engines consume 6 water/s, and pumps push or allow a max of 30 water/s. With the 'subtractor' pump fully powered, no water should ever make it to the boilers. It is actually a unique attribute of storage tanks. You can completely starve out the other output pipes if you have a pump pulling directly from the tank.
