It takes 50 red science to research steel. At that point you can build steel chests. You could have setup one assembler automating red science, and have that finished in 10 minutes. Really should just be a simply toggle in options for static or flashing warning icons. If you toggle static warnings on, then when there is a power shortage or whatever is causing the warning, the icon will appear on top of the structure and sit there without blinking at you.

This line of thinking quickly runs into issues with pumps that are currently inactive, or only partially active, and calculating all that is probably ok for computer, but would make planning hell.
