Just d/l'd the mod to my Factorio main install running 0.11.20 and found that the "zip" file name (boxing-0.6.0.zip) should be changed to boxing_0.6.0.zip (use underscore instead of dash (-) )

You forget, that you will not only launch ONE rocket. You will start dozens or much more. You cannot always stop the game for that, maybe the first time; cut-scenes are a completely different problem - much easier to handle than this... What ? there will be more than one ? Here's another :idea: : the rocket launch can be a cut-scene ! that way you don't fight the engine, don't have to modify it and it complies with other games that have an end of one phase before the start of another. It's kind of 90's, I know, but I think it would save time going to the next phase in...

You lay them down either with construction robots or while sitting in the locomotive, as you can place rails right infront of the locomotive. That second way was my guess...
