Left click-dragging the map buttons will toggle their effect, but the button look does not change.

Can testify, I'm having random drops to 30 FPS, under ALL conditions, even when zoomed in. No consistent map area. I've even lowered my settings from 0.14 to 0.15, so it's definitely not my hardware specs. It'll drop for 3-5 seconds, then pop back up to 60 FPS, even in the same spot. Max VRAM usage.

Also, this happened while playing around with power poles, X-axis and 7 spacing. I'm using the long reach mod. On the whole though, I'm loving this mod. Definitely on my must have list. Does not work very well with large entities. E.g. I'm placing a row of steam engines horizontally with X-axis enabled. If I go off by 1 square, it is unable to place it in the correct position. Only if I'm more than 3 squares (the width of the steam engine) off.

Blueprinting inserters with circuit conditions
I noticed that when using blueprints, my inserters do not have their circuit conditions reproduced. What's the best way to replicate large setups in this case?

How would it be a Factorio issue? Factorio is accessing its own files here, but is either getting flagged as a false positive, or you've got some other malware. Assuming false positive, the problem is with the antivirus. Check how to whitelist Factorio in the AV or get it to ignore your save folder....

Seeing as shift click is meant to auto-remove trees in the way, doesn't it only make sense to have it remove rocks as well instead of pathing around them?
