Or keep the inserters to insert/extract

But make a entity that connects parked inventories (train, car, tank) next to it to its wire circuit; reading the contents of the fuel+ammo+general inventory.

I think the logistics channel should be read-only. This way you are always guaranteed to have the number of items in the storage+providers from that "L" channel. If you need to send data just create a new channel.

A expanded modding api by changing the executable would fall under distributing a hacked client, which is not allowed in the ToS. Inserters put items in the train 5 at a time depending on how many stack bonus upgrades you have, while they can only pull things off a belt 1 at a time. This means that per inserter putting into the train you need 5 putting pulling it off the belt. You can do with a chest-inserter-chest daisy chain...
