This may be related to issue with V-sync. Try to execute following command in in-game console and let us know if you then get steady 60/60

Solution for now it so check "Allow commands" on dialog where you set latency and autosave interval.

Thanks for report. Interestingly enough I can't reproduce it. Did the blueprint also contained underground belts? If so, than they were cause for the crash and it is fixed for 0.12.1. If it didn't - could you please provide more information? Your system info, factorio log file, savegame with offendi...

Thanks for the report. I just tested updating from fresh install of 0.11.22 to 0.12 and it worked fine. I don't know why you were missing tests folder in your Factorio directory. Thank you for the report. I tried to reproduce it but was not successful.
Could you upload your save game and screenshot of location where you were building the platform? Were there other construction robots working in the game at time of crash (maybe rebuilding turrets or walls)?

Provided save crashed in 0.12.0, loaded fine in 0.12.1. Don't know who fixed it, but seems to be fixed.
EDIT: Turns out it crashes when "Allow commands" is unchecked ... even in 0.12.1.
