Those are my most compact designs for: -unloader which works only for fully consumed belt -unloader which works even with unevenly consumed belt -loader which works only for compressed belt -loader which works even with uncompressed belt but they are all so simple, I'm probably not the first one to...

Why wouldnt you just have the alarm go off when something is in the chest? So the alarm could only turn on for the first time when something get into the chest. I think the easiest solution is to not tie the inserter to the clock at all. Let it clean up the belt as fast as possible.
The clock itself can be used to stop the alarm after 10 seconds.

Your have no safeguard for unbalanced lane consumption in your design. Do you have that downstream somewhere? Each crate's content will end up 50% on the left and 50% on the right lane. That's a simple but highly useful creation.
You could pair it with an automatic belt cleaner which is equally simple - a filtered inserter using a blacklist to remove all "junk" from a belt which doesn't belong there.

Could it be that your copper inserter is not connected properly to the station?
If it doesn't receive any signal for copper at all it is assumed to be 0, so it will be always active.
