Looks interesting. If we are talking about realism, the space platform shouldn't stop when the engines stop firing, it should continue moving... you'd need to decelerate to arrive... anyway. But a big plus for not having burners or robots in space! And i love the idea of space salvage and the trade...

I am not sure about UPS. One thing I do know is that balancers will draw evenly upon all the cargo wagons. Bots, not quite so much. When a train arrives at signal it is the only train to arrive at that given signal, so what you are most likely requesting is if a train cannot reserve a block it should queue as first for the reservation.
