[kovarex] [1.1.10] "ghost in the way" while trying to build a ghost exactly over existing ghost

Steps to reproduce:

1) Shift-click to place a ghost of something (i.e. belt, assembly machine)
2) Don't move cursor and shift-click again

Actual: "transport belt ghost in the way" message appears
Expected: no messages

In 1.0.x those messages were displayed only if original building had different type or a different center. Now they are displayed always.
