Background: I'm currently trying to generate some Blueprints with external scripts (so the blueprint above was not created in factorio). It imports just fine but when you place it you desync. I guess the problem has to do with the fact that I tried to add multiple tiles with the same coordinate (landfill and refined-concrete) because I tried to make a blueprint that does both at the same time. Looks like when the blueprint is loaded it's not deterministic which tiles "win" and that's I guess probably the reason for the desync.

I'm not sure if "invalid" blueprints are in-scope for fixing, but given the fact this this works without mods and the fact that blueprints are shared between users it might happen accidentally that something like this lands on factorioprints or similar sites. I'm not sure if rejecting the BP during the import or making the "tile-winner" deterministic is the way to go.

Note: I don't have a desync-report for now because the map where this happened is pretty big (desync report is over 500MB). Pls let me know if you really need one than I could try to make a minimal reproduceable example.

Ok I created a new (sandbox) map on my server to reduce the size of the desync report. It's now ~6MB and attached

Thanks for the report. It's now fixed for the next release. Note that the fix makes the original issue work correctly: it removes duplicate positioned tiles.
