Hi,
I have searched in all bug reports speaking of deconstruction bugs, and couldn't find the same, even if there are some similar that have been resolved already.
I have ordered the deconstruction of a line of belts, and some of them do not get deconstructed, whereas :
- I have construction bots idle
- I have room for deconstruction storage
- The place is in roboport reach (and the roboport is powered).
- I don't have a shitload of unreachable entities marked for deconstruction out of logistic network's reach

The save is attached hereunder. I hope I didn't miss something.

I try your save.
If you deconstruct again, the bots come.

I have 3 deconstruction tasks afaik : the 3 I screened.

Thanks for the report, there was fault in the logic when the deconstruction robot on the way is removed (mined or destroyed).
I fixed that issue for 0.11.16 (along with automated test of this kind of situation).
