0.13.3 Mod portal freezes if mods.factorio.com isn't working

At least that's my assumption. I'm trying to look for mods this morning and the game kept freezing when I'd load the mod portal. I'd have to force quit the game. I went to manually install the mods at mods.factorio.com and I can't get the page to load. It's just a dark gray background and a spinning circle of page loading.
