[0.14.1] "--allow-commands "false"" does not restrict commands

[0.14.1] "--allow-commands "false"" does not restrict commands

As the title says, looks like all users that are non admins are able to run console commands on a 14.1 server. I'm currently using the same startup line as I was in 0.13.x --allow-commands "false"

I have this issue too! It is very bad and needs an urgent fix. Running linux headless server, admin-only also did not work.

I think that this setting may work sometimes but it is definitely bugged somehow. It is working after I restarted the server.
