[0.13.20] Ghost rail planer sees concrete as obstacle

[0.13.20] Ghost rail planer sees concrete as obstacle

I'm still having an issue in 0.13.20 with ghost rail planner.
It happens when a concrete ghost is in the way.

The ghost rail planner seems to think concrete will be an obstacle.

Regular rail planner is smart enough to figure out that concrete won't be an obstacle and doesn't remove the concrete ghost.
