[Rseding91] [0.14.21] Can't shoot train with shotgun

It's not possible to shoot a train/cargo wagons with a shotgun as the bullets go straight through it.

It has been broken since 0.13 but nobody noticed (or bothered to report it) until now.

Fixed for 0.15.

.13 made the shotgun obsolete when the flamethrower was introduced
