[15.1] Fluid wagon pumping not considered train activity

I have a train set up to leave a station on the following conditions:

Fluid > 5,000 crude oil
OR 5 seconds of inactivity

But even though oil is entering the fluid wagon, the train will take off after five seconds, with far short of the 5,000 units of crude oil. The pumping of fluid into the wagon does not count against the inactivity condition.
