You might want to put "C:\Program Files\Factorio\bin\x64\Factorio.exe" in quotes <-- like I did here.

And your path to the config-server.ini shouldn't contain quotes in the middle of the path, you actually don't need quotes at all for this one as there are no spaces inbetween.
If you add quotes, put them at the beginning ("C:\Us...) and the end (er.ini").

here are some useful shortcuts if you don't like quotes:
C:\progra~1\ => C:\Program Files\
C:\progra~2\ => C:\Program Files (x86)\
%appdata% = C:\users\user\appdata\Roaming

You could give my server tool a shot its still a work in progress but if it works for you then you won't need to mess around with files yourself.
