Quality balance is really weird, ngl.
When Speed Module can almost double the speed for the same energy cost on Epic, and quality inserters can can provide very useful bottleneck fixes - we have some things like belts increasing their HP with quality.
Of course, you can't balance everything perfectly and there will be no use in Legendary Burner Inserter, but I find current disparity in usefulness of quality items unnecessarily big.
What are the main things I propose:
- quality belts have +5 additional items/s per each quality (making legendary turbo belt 60 + 20 = 80 items/s)
- chests have additional +8 slots per each quality (legendary steel chests will have 48 + 32 = 80 slots). Same for Cargo Wagons.
- storage tanks have additional +5k volume per each quality (legendary storage tank will have 25k + 20k = 45k volume). +10k volume for Fluid Wagons.
- locomotives and cars will have minor speed increase with quality (to account for the fact that fuel itself will increase their speed with quality)
- stone brick and concretes will have +5% walking speed increase per quality (this is very small bonus but at least something)
- cargo landing pad also should have storage increase, maybe +10 per quality
- pipes will have less overextension, -0.2 per quality, so 5 legendary pipes (1 - 0.8 = 0.2) will take as much "extension resource" as 1 normal pipe
Some items like low tier armor or rails I have no idea how to make useful with quality
Also, some items like combination of high quality beacons with high quality speed modules seems really OP, especially compared to stuff like range increase on turrets.

Messing with belts this way is close to impossible, I think.
That would impact performance too much.
Pipes, not sure.
If some of these became changeable by quality, that would add a ton of extra calculation requirements.
Tiles are somewhat the same, though probably doable, that *5 per tileset. Don't really see the point, won't invest into rare concrete just to run a bit faster in a base I'm barely moving around physically after a certain point.
Belt throughtput is increased by the stack mechanic. If you want more, put down more belts.
Chests, trains and cargo wagons are much requested by others as well. Maybe they will do it eventually.
