Depending on what's on my electric network, accumulators often just don't charge. Curiously, it's not what they're connected to, it's what else is on the same network as the generators. For example, in my current world, I have a quad-reactor power setup, and the reactor blueprint I'm using includes six accumulators. If I isolate that reactor block so that only the contents of the blueprint are connected to anything, the accumulators charge up. It I connect them to my larger network, they no longer charge up (although they maintain their existing charge).
My full network holds, at present and from greatest draw to least, 1x Scanning Radar (Modular Turrets), 14x Chemical Replicator (Dark Matter Replicator), 1x Sentry Radar (Modular Turrets), 2x Device Replicator (Dark Matter Replicators), 3x Element Replicator (Dark Matter Replicator), 48x Assembling Machine 3 (Base, mostly idle right now), 115x Stack Inserter (Base, mostly idle right now), 6x Centrifuge (Base), 9x Long Inserter 3 (O3 Long Inserters), 9x Chemical Plant (Base), 29x Lamp (Base), 1x Roboport (Base), 5x Electric Furnace (Base), 3x Simple Replicator (Dark Matter Replicators), 1x Specialised Refinery (Specialised Oil Refineries), 3x Programmable Speaker (Base), 1x Reverse Factory 2 (Reverse Factory), 1x Fuel Processor (AAI Industry), 8x Inserter (Base), 3x Arithmetic Combinator (Base), 3x Decider Combinator (Base), 5x Long Handed Stack Inserter (Long Inserters), 3x "entity-name.belt-sorter-lamp3" (Belt Sorter, fake lamp to create minor light IIRC), 6x Accumulator (Base), 3x Advanced Belt Sorter (Belt Sorter), 1x Super Beacon (Creative Mode Fix for 0.16), 1x Super Roboport (Creative Mode Fix for 0.16). Nothing from the accumulators to the end of that list is actually drawing anything - they all show 0W in the network info pane - but they're part of the network. For production, I have 82x Steam Turbines, 2x Solar Panels, and 6x Accumulators (the same ones). The turbines are fed from heat exchangers using four reactors for heat. My network's satisfaction bar is maxed at ~16-17 MW, the production bar is almost nonexistent at the exact same number (my 82 turbines have a combined max output of 475.6 MW on their own). The accumulator charge bar is at max now because I isolated the reactor/accumulator block, but when I first put it all down and everything was connected, the bar refused to move. It sounds like you are using a mod. Please include the mod list so people that know about mods might be able to help. Pictures of your plant and a save file might also help.
