iron plate cannot be smelted?

14.22 running and i cant figure out whats going on when i drop in iron plates to be smelted into steel i get this, if i manually drop it in and if i try with a conveyor/insertor... it used to work in my old save but ever since i started a new game it doesnt work, i have reinstalled 3 times, didn't have any mods installed, installed some minor ones like evogui disabled them again, but same issue this error and im not sure where i'm going wrong

You need to research Steel before you can smelt iron into steel.
