I need someone to look at this and see if it would work as expandable nuclear power where all you need to do is add to it to either side.

You're 9 reactors have an effective value of 21, to run 20 heat exchangers you only need a effective value of 5. You could get that with on 3 rectors, two together(touching) and one separated.
Your 20 heat exchangers can only fully sustain 34 turbines, a 35th would be partially powered. With your arrangment, just take off the 3rd row of turbines and you'll be fine.
You'll need 2 water pumps to sustain those heat exchangers, one pump can support 10 heat exchangers.
I woun't say it's bad but it will waste alot of nuclear fuel.
