Variable Movement Bonus

Hello, I would like to be able to effect variable movement bonus for certain type of equipment or vehicles.

For example, I wrote an equipment called hoverboard, which only works on conductive surface.

I would like it to be able to work on non-conductive surface, but at a cost.
