[0.15.x] Incorrect tree of recipes.

Having studied the tank building, we can create tank shells, but to create them requires an explosive, which I have not yet explored. I think getting access to the tank building research is necessary after exploring the explosives.

These "discrepancies" are by design. If every technology recipe unlock had the prerequisite recipe-technology the technology graph would be an unreadable web :)
