[0.15.18] Migration removing entites from disabled mods

Starting a new game pops up the migration dialog saying it removed some mod entities.

The entity ("lr-gun-turret", from the Long Range Turret mod) doesn't exist because the mod that adds it isn't even enabled. As such, there aren't any of those entities (also because it's a completely new map, so there wouldn't be any to begin with).

Probably related, but it even occurs without any mods enabled, as seen here:

The number of each entity it "removed" seems completely arbitrary.
This only started happening after one of the .15.x releases, though I forget which one.

Log files don't seem to show anything out of the ordinary, but I'll post them anyway.

Something tells me it's because I did have that mod turned on at one point, but turned it off at a later point; perhaps the key to reproducing it is related to that fact?

It's removing those entities/items from your blueprint library storage since you don't have the associated mods installed when loading/creating the map.
