[0.12.0] Inserters not grabbing from tile offset

Not sure if this is a bug, or a desired change in behavior. Recently updated to 0.12.0 on Ubuntu 14.04.

In previous version, inserters would (except for edge cases) grab from tiles near the surrounding tile (the "FROM" tile, +1 tile in each direction). After the update, the inserter grabs only from the single tile on the "FROM" side of the inserter.

This makes pathing transport belts more difficult in tight corners.

See below screenshots for an example of this issue. The inserter loading Copper Cable into the Advanced Circuit Assembling Machine will grab cables from directly beneath, but not when the belt stops 1 tile away. In the screenshot, I have the inserter trying to grab from 1 tile UP, but bug presents in all 3 opposing directions (in example, UP, DOWN, LEFT).

This is the intended behavior.
