Level numbers - Transport Belt Madness

I've done two levels of "Transport Belt Madness", tried a bit of the third then quit out of it.

Now I'm going back in, and the Select Level shows to options:
- level-01
- level-02

I would have expected level 3 at this point. It is already pre-selected to level-02, so I click on Play. After clicking Tab, then closing the tips and tricks window, the Yellow box says "Level 3 - 2 tiles wide bridge for 3 transport belts, how can it be? <TAB>"

Note the inconsistent level number on the main selection page, it should show a Level-03 at this point, but it doesn't, and selecting Level-02 loads up Level-03.

Yes, these internal levels are merged into pairs (1+2) -> (3+4) -> 5
