I understand this is not truly a bug but a design decision. Just wanted to have it viewed and intentionally discarded as wontfix
rather than slip through and later go: "Could have fixed this in 0.15 but we didn't now it'll be like this forever"
Currently the water inputs in oil related recipies jump around some:
If buildings' outputs are facing down:
Refinery:
- Advanced Oil Processing: Right
- Coal Liquification: Left
Chemical Plant:
- Heavy Oil Cracking: Left
- Light Oil Cracking: Left
- Sulphur: Left

I'd propose one of two changes:
- Change advanced oil processing's water input to be on the left like everything else in the game (breaking change for old maps)
- Change Coal Liquification to be on the right so at least the refinery is internally consistent, as it seems chemical plants are already (only breaks 0.15 maps)

Different chemical processes require their ingredients in differing ways, just like you wouldn't put milk before your teabag,
This real life situation of the order of your ingredients is reflected in the game, with the differing order in which the fluids are required
