If you have a burner-inserter facing into a chest and place a piece of coal inside the fuel slot of its inventory, it will be consumed, but if the burner-inserter is not facing a container, it is not consumed. Shouldn't this behavior be consistent regardless of connectivity?
Place a chest and two burner inserters, one facing into the chest, one facing out of the chest into nothing. Place a piece of coal in each. Only the one inserting into a valid container gets loaded, filling the red bar. The other one facing into nothing, does not load the fuel.

I don't think this is a bug
The inserter won't activate unless it has a valid drop target,
So its deactivated when its facing nothing, it is deactivated, and thus doesn't update to consume any energy
