I hope It's not reported because I couldn't find a previous report.
The bug happens also in 0.14.22+.
When a client re-enters a paused server by him, it generates a ghost character with same name but empty inventory. To recover the original character the server must be unpaused at least once and reconect.
Server: Factorio 0.15.2 Steam Win 10 playing the game; not headless. Only non default config: Everybody can pause
Client: Factorio 0.15.2 Steam Win 10
Steps:
-Launch server
-Connect client
-Pause with client
-Disconnect client
-Reconnect client
-Now the pause message shows "<unknown-username> has paused the game" and the character is another one. Moreover, the blueprint users dropdown shows two entries for the same user.

Does this still happen? When I try to reproduce it it seems to work fine for me.
