Blueprinting something with splitters in them, then rotating it 180 degrees displaces the splitters 1 tile.
Happened on a lightly modded game (vanilla plus) with no mods that should affect blueprint placing (module inserter ruled out).
Bottom left is the original, top left the placed blueprint and to the right of that the blueprint in its rotated position. Visible is that the blueprint suggests that they will be placed correctly.

Update:
Signals are also displaced in already existing blueprints
Edit: Checking some other blueprints it actually seems the track is off by one tile and not the other items

I think this is a duplicate of Blueprint Placement Not Correct, which is already resolved for 0.12.32.
